Sean Patrick Flanery played the villain in the second episode of the third season.
He appears at this point in the episode even though Butcher is looking for members of the superhero group Payback to locate a weapon capable of killing a superhero.
Gunpowder in the comics was not the same as the version in the series. The two versions differ significantly, to the point where it is unclear whether they are the same characters. Gunpowder is a minor antagonist in the comic The Boys. Find out more about Soldier Boy and his story here.
In the comics, he is a member of the superhero team Teenage Kix, a group of corrupt superheroes like the rest of the characters in The Boy’s universe. Gunpowder first appeared in the comics at an orgy with his teammates, where he was spotted by Hughie, who was spying on the group. But what are the capabilities of gunpowder?

WHAT ARE THE STRENGTHS OF GUNPOWDER?
Butcher easily defeats Gunpowder after the V-24 grants him super-strength, implying that the Payback veteran doesn’t have many physical upgrades.
Gunpowder has aged normally when compared to Stormfront, Soldier Boy, Black Noir, and other characters from 1984 to the present-day The Boys.
The Compound-V gift of this gun-crazed superhero appears to be his incredible marksmanship. A bullet ricochets off a pipe, through a car window, onto a concrete pillar, and into Butcher’s face as a result of gunpowder. Even the most accurate shooter would struggle with this shot.
Gunpowder’s accuracy appears to be enhanced by Compound-V, unlike in Hawkeye. Garth Ennis’ original character could manipulate the energy of the bullets he fired to manipulate their power and trajectory. This same trick could be used by Sean Patrick Flanery’s version when attacking Billy Butcher.
However, the Gunpowder comic character could redirect bullets to give them a curve, and because the live-action character relies on substrates to bounce his ball around the parking lot, it’s likely he lacks that skill.
Another missing ability is the ability to manifest weapons in the air. In The Boys Season 3, Gunpowder carries a small arsenal with him and is not seen spawning guns as Loki does with daggers.
In The Boys season 3 flashback to Nicaragua, the sheer pleasure the young Gunpowder felt firing a massive weapon took away his desire to direct some of these bullets where they needed to hit.
